At the beginning of 2000 the Hungarian Government announced a programme to establish Competence Centres with the objective to promote the steady development of the society by rising industry's ability to renew its technology and improve its technological standard directly or indirectly, moreover to strengthen the co-operation between the academic and industrial sphere.

General strategic goals of ICRC are:

•  to increase the R&D competitiveness of the University of Debrecen in the field of Information Technology

•  to strengthen the co-operation between science and industry

•  to increase the effectiveness of education

•  to bridge the gap between science and industry

•  to increase application based approaches in education

•  to encourage industry oriented research training

• to foster opportunities for postdoctoral researchers to pursue internationally competitive research in collaboration with industry

•  to capture the benefits of research and to strengthen the links between research and its commercial and other applications, by the active involvement of the researchers and students of the Faculty of Informatics in the work and the management of the centre

•  to provide training to users to raise awareness and transfer knowledge

•  to facilitate long term collaboration in order to obtain greater benefits from EU's investment in R&D (Interreg, FP7, eContent, eTen, etc.)
